I tried to locate this news item on the web in vain. It will be interesting to get the full information. For example, is a license required to offer "Internet telephony" service period, or it is needed only if the service provider wants to interconnect to Russian PSTN? I won't be surprised if it is the latter; many other countries have imposed such a restriction. It is nearly impossible to enforce the former and there isn't much money involved in that business anyway.

This info is correct. But this is only part of the story. Another part is that no more licences are expected to be issued for the foreseeable future and most of companies currently working in this business will be de facto illeagal starting from May 1, 2005. Gov't has assigned 5 companies that will have quasi-monopoly in this market. These companies sit on national fibre network and control most gateways. All the rest will be allowed to gather traffic and direct it to those chosen ones. As Mr Putin commented recently "we shall adapt principles of democracy to fit into Russian conditions." I guess this means adjusting democracy, not Russian realities. What does that practically mean aside of Russian "domocracy"? IMHO, more opportunities for non-Russian companies in Russia, more Russian traffic being diverted towards abroad, higher prices for termiantion within Russia.
