Traditional Carriers in Germany Fight to Impose Emergency Response Obligations on VoIP Providers:

I saw a somewhat revealing story today indicating that the German Association of Regional and Local Telecommunications Companies (BREKO) is objecting to the possibility that German legislation might exempt VoIP service providers from providing emergency response for a period of three years. If my reading of the press account is accurate, BREKO, which represents the interests of telecommunications companies that offer fixed-line telephony, and view VoIP providers as a direct threat to their existing revenue streams, expressed concern that VoIP-based emergency calls are not relayed to the nearest emergency coordination center and that the location of the person in need cannot be determined automatically.

Frankly, I have been somewhat surprised that the traditional providers in America have not been quite so vocal about requiring VoIP to provide equivalent E-911 capabilities in the US. (Instead local law enforcement and public-safety organizations have lead that charge, presumably while the traditional phone companies look on rubbing their hands with glee). The argument that interconnected VoIP providers should provide cookie-cutter emergency response capabilities seems to have prevailed in the US, but without the need for such a public push from the traditional phone companies.

Clearly, compelling VoIP providers to offer an immediate E-911 solution or otherwise precluding them from providing service is in the best sort-term financial interest of the telephone companies, but I haven't seen the phone companies in the US reveal their hand quite as bluntly as the press report suggests the traditional German phone companies have done. The battle lines in Germany actually seem to be a little better defined and the parties are being a little more candid about their true underlying motivations. Motivated by a desire for a competitive edge over new entrants, the traditional phone companies in Germany seem to make clear that VoIP providers should be subject to identical emergency response obligations, wearing their true motivation on their sleeve -- keeping would be competitors out of the market, rather than ensuring the best possible advanced emergency response capability that IP technology would afford.

Jeff,

while such a move might appear as a serious threat at the first look the problem is nearwhere as bad as in the U.S.: Deutsche Telekom as Germany's only incumbent provides routing to all German PSAPs as part of the standard interconnection agreement to anyone who asks. Providing meaningful emergency services is very feasible in Germany for VoIP services.
