A Quick Recap of the House Commerce Committee Markup of the COPE Bill:

The House Energy and Commerce Committee Marked Up the COPE Bill all day today. Up until 3 pm, the discussion all centered around video franchising and the battles between cable, the Bells, and the state and municipal governments. As far as I am concerned, the 5-1/2 discussion on video franchising was mere prelude to the discussion of the Net Neutrality Amendment.

The Net Neutrality discussion was actually a fairly profound moment in the history of Internet and Communications policy. Frankly, the vote, 22-34 against the amendment, was not what I found profound. What I really found interesting was that for the first time, to my memory, there were actually many members of the Commerce Committee who were able to speak eloquently in support of Net Neutrality, user empowerment and maintaining the open nature of the Internet. It was pretty moving at times, and it made me feel as if the debate was actually evolving and shifting in favor of protecting and advancing the open Internet. I've got to single out Reps. Markey, Waxman, Eshoo, Boucher, Inslee, and Wilson (the only Republican to support the Amendment) for their skilled championing of Net Neutrality. This was a MUCH closer vote than the vote in the subcommittee just three weeks ago. Combined with the generally pro-Net Neutrality Hearing in the Judiciary Committee yesterday, I hold out some hope that, perhaps, the Internet communications providers have already made some headway in winning the hearts and minds Congress.

Let's keep up the pressure and the momentum, and let's not forget that the battle to protect the Internet is a marathon, not a sprint.

The only other issue that I think is worth mentioning (quietly) at the moment is the vote on the Gordon E911 Amendment. The Amendment passed by acclamation, which should be viewed as a MAJOR victory for the Internet communications industry, and should help set America and VoIP providers on the right track to innovate and allow us to deploy a superior, next-generation, IP-enabled emergency response capability. One troubling issue however: Mr.Markey -- the great champion of Net Neutrality who always waxes poetic on the need to promote innovation on the Internet, at the edge, and at the application layer -- proposed imposing E911 obligations on one-way and free VoIP providers. He felt that the definition of VoIP providers subject to the E911 obligations was too narrow in that the obligations would only apply to POTS replacement-type services, and that the definition should extend to one-way and free VoIP services. Coming on the heels of Mr. Markey's eloquent oration on not shackling innovators so that we might revolutionize the Internet and the ways in which we might communicate, this desire to impose legacy obligations on purer Internet-based communications, which no one would confuse with traditional telephony, struck me as inconsistent with his general approach to advancing the Internet and communications.

(I was inclined not to even mention this matter, and hope that it would just go away, but I thought people who read this blog and our allies had a right to know where things stand. I don't think we should make a big deal about this, at least not at the moment. For now, his preferred, broader definition is not in the Bill.)

dresses intention is to keep students safe and focused on academics. Teachers have enough on their plate to motivate learning without having to monitor what affects wedding dresses slogan today. Baggy pants and bandanas could be interpreted as gang ball gown wedding dresses. Dress like a gang member intimidates other students and sow fear instead of focusing on academics. column wedding dresses with large pockets are often limited due to a weapon or drugs could be carried in them.

This was a actually fantastic post. In theory I’d like to write like this also – taking time and genuine effort to make a good post… but what can I say… I procrastinate alot and never seem to get something carried out.
