Internet Field Day 2007 and Post-Disaster Communication Preparedness
On Monday when I spoke at the July InfraGard Alliance Meeting the buzz started again for an idea I suggested last September, “Internet Field Day.” The timing for such a discussion seemed perfect since back in June I was pinged by a number of Hams about incorporating some elements of “Internet Field Day” in their own “Field Day planning and at the time I had to tell people to “wait until next year” for a more defined suggestion on to what internet activities to include in their field day activities.
This InfraGard meeting brought together a group of people who care about post-disaster communication preparedness and a majority of the people in attendance were active members of the Amateur Radio community. This was my first time in the post-VoIP era that I had a chance to talk to hams about my early experiences with VoIP and how my ham radio background has had a positive effect on the past 12 years of my life. While I refrained from talking about my summer of FM Radio DXing on Long Island, I did get seek advice on how to get my kids interested in Amateur Radio.
As a fellow ham radio operator, this was a great audience to speak to since we shared a common passion for communications and common ground on a number of topics including the need for coordination between the Ham Radio Community and fellow communication enthusiasts who want to volunteer their time the next time disaster strikes. They provided a supportive ear when I mentioned my trip to the FCC last week and my desire to ensure communications lifelines for the next "City in Exile."
In the end it turned out that this meeting was a great way to follow up to the session that ARRL CEO Dave Sumner hosted at Spring 2006 VON in San Jose. While I was at the meeting I spoke with a couple of people from the ARRL and I now believe that steps may now be in place to turn the idea of an “Internet Field Day” into a reality. I plan to follow up on this conversation with a trip to ARRL headquarters in Newington, CT in mid-August.

Jeff,
On behalf of the NYC Metro InfraGard Members Alliance we want to thank you for your passion with advancing communications education and commitment to the preservation of human life in all disasters.
InfraGard provides a neutral platform to address such issues as Disaster Management, Communications Interoperability and yes Ham Radio's. Those pondering a direction for Business Continuity Planning, Disaster Preparedness and Communicating in "An Emergency" need to focus on "what if" scenarios. We learned from the FCC that in life saving operations the federal government will be flexible with guidance and license regulations pertaining to Ham Radio Operators. While it was clearly understood that Amateur Operation of Ham Radio's was not a viable solution for profit making operations. The government may seek specialized equipment or subject matter expertise in an emergency "Hams" should light up all available resources to support requests and apparent critical needs in rescue operations. Locating distressed personnel, identifying the location of personnel to ensure safety or in place shelter and other situations are fine examples of how Ham Radio Operators can assist government/private sector interest. The cessation of Ham Operations may end at the end of the apparent emergency. However, the government was clear in that the value of the "Ham Operators" in the United States proves to be a continued value in the preservation of human life. Once again, "Ham's" have earned a "Emmy" for best supporting role for emergency communications in disasters.
InfraGard in NY would highly recommend public sector agencies and private sector companies explore the multi-dimensional perspective of ham radio operators (further exploration into the professionalization of this terrific group of highly motivated volunteers), a ham radio capabilities aligned with institutional knowledge assessment of this low cost calamitous disaster tool. If this is not a dimension of your BCP/DR planning it is something to seriously consider.
We thank Jeff for his perspectives, along with personal insights and look forward to continually challenging the electronic and other communities of interest to bring these and other discussions into your local InfraGard Alliance.
InfraGard...the only thing missing is "U"!
All the best,
Joseph R. Concannon
President and CEO
NY Metro InfraGard
